altJehlum Post News Network/Jammu/Mar 15, 2015/Jammu and Kashmir Home Secretary Suresh Kumar was today transferred, days after the controversy over the release of hardline separatist leader Masarat Alam.Kumar, a 1986 batch IAS officer of J&K cadre, has been transferred to a much less important post of Director General of J&K Institute of Management.The Mufti Mohammed Sayeed government's decision to release Alam, who faces 27 cases including murder, sedition and conspiracy, had kicked up a political storm bringing strains in the PDP-BJP alliance in the state and Congress slamming the state government.Kumar's transfer was announced along with shuffling and postings of 56 other officers after a meeting of the Cabinet, chaired by Sayeed, an official spokesperson said.

The government also decided appointing people having Jammu and Kashmir as their domicile at key posts which includes Inspector Generals of Police of both the zones as well as the Divisional Commissioners.B Srinivas, a 1990 IPS officer of J&K cadre, who held the crucial CID department of the state, was moved as Inspector General of Home Guards. He has been replaced by Abdul Gani Mir, a 1994 batch IPS officer who migrated to the state cadre from Jharkhand.Prior to this posting, Mir was IGP (Kashmir range). He has been replaced by Syed Javed Mustafa Gilani, a 1994 IPS officer from the state cadre.Divisional Commissioner of Jammu Shantmanu, an IAS officer of 1991 cadre, has been replaced by Pawan Kotwal, a 1994 batch IAS officer. Rohit Kansal, Divisional Commissioner of Kashmir division, has also been shifted and Gazzanfar Hussain takes over the charge. Kansal, an IAS officer of 1995 batch, was posted as Divisional Commissioner last July.Shantmanu has been shifted to Commissioner/Secretary Medical Health Education while Kansal, who was the private secretary to the then Union Minister Farooq Abdullah, has been posted as Commissioner Public Works department.Danish Rana, a 1996 batch IPS officer, has been posted as IGP Jammu region. His name had been proposed as IG (Personnel) at the headquarters but was changed at the last minute intervention of state's Deputy Chief Minister Nirmal Singh.Rajesh Kumar, who was at the post now being held by Rana, will be the new Director of Sher-e-Kashmir Police Academy

S J M Gillani, (J&K:94), IGP Crime, has been transferred and posted as IGP, Kashmir Zone.1984 batch IAS officer Braj Raj Sharma, who is Principal Secretary (Planning and Development Department), has been given the additional charge of Home Secretary till further orders."Regarding the Home Secretary, the proposal is with the Government of India (GoI)," Minister of Education Naeem Akhtar told reporters.Among the 57 officers transfered, 18 are IAS officers, 14 IPS officers, 21 KAS officers besides 4 top engineers.

Rakesh Kumar Gupta, a 1986 batch IAS officer of J&K cadre and Principal Secretary to the Governor, has been transferred and posted as Principal Secretary (Forest Department), replacing Mohammad Afzal Bhat, the spokesman said.Bipul Pathak, 1992 batch IAS officer, commissioner/Secretary (Transport Department), has been transferred and posted as Commissioner/Secretary (Housing and Urban Development Department), replacing Satesh Nehru.

Rohit Kansal has been posted as Commissioner (Public Works (R&B) department). He shall take over the charge of the post upon the superannuation of Tanveer Jehan, IAS, on March 31 and shall be in compulsory waiting in GAD till that time.Kansal shall also be the Commissioner/Secretary (Floriculture, Parks and Gardens Department).Vineeta Gupta, a 2000 batch IAS officer of J&K cadre, Secretary (ARI and Trainings Department), has been transferred and posted as Secretary (Cooperatives Department).

Tushar Kanti Sharma, a 2000 batch IAS officer, Member, J&K Special Tribunal, has been transferred and posted as Secretary (ARI and Trainings), replacing Vineeta Gupta.Dr Mandeep Kumar Bhandari, a 2001 batch IAS officer of J&K cadre, Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board, has been recalled and posted as Secretary (Relief and Rehabilitation). He shall also be the Chief Executive Officer, Project Monitoring Unit of the New World Bank Project.

Mohammad Afzal Bhat, a 2001 batch IAS officer of J&K cadre, Secretary Forest Department, has been transferred and posted as Secretary Revenue Department, replacing Vinod Koul, IAS, who shall report to the General Administration Department and await further orders.Satesh Nehru, a 2001 batch IAS officer of J&K cadre, Secretary Housing and Urban Development Department, has been transferred and posted as Secretary Consumer Affairs and Public Distribution Department, replacing Baseer Ahmad Khan. Parvez Ahmad Malik, a 2001 batch IAS officer of J&K cadre, Secretary (Information Technology and Science & Technology Department) has been transferred and posted as Secretary (PHE, Irrigation and Flood Control Department) replacing Pawan Kotwal.

Baseer Ahmad Khan, a 2001 batch IAS officer of J&K cadre, Secretary Consumer Affairs and Public Distribution Department, has been transferred and posted as Secretary Transport Department, replacing Bipul Pathak.Saurabh Bhagat, a 2002 batch IAS officer of J&K cadre, Secretary (Industries and Commerce Department), has been transferred and posted as Secretary (Information Technology and Science & Technology Department), replacing Parvez Ahmad Malik.

Bashir Ahmad Bhat, a 2005 batch IAS officer and Shopian Deputy Commissioner has been transferred and posted as Director, Finance replacing Showkat Aijaz Bhat.Sarmad Hafeez, a 2009 batch IAS officer and Deputy Commissioner Ganderbal, has been transferred and posted as Vice-Chairman (Lakes and Waterways Development Authority Srinagar), replacing Abdul Latief Deva, IAS, who shall await further orders in the General Administration Department.

Ramesh Kumar, a 2011 batch IAS officer and Mendhar Sub-Divisional Magistrate, has been transferred and posted as Project Director, Rashtriya Madhyamik Shiksha Abhiyan, replacing Mir Tariq Ali, KAS, who shall report to the General Administration Department till further orders.Ramesh Kumar shall hold the charge of the post of Project Director, Sarva Shiksha Abhiyan, in addition to his own duties, till further orders, which shall, however, be subject to the final outcome of the pending writ petition.

Dev Lata, KAS, has been posted as Chairman, J&K Services Selection Board.Ali Raza, KAS, is posted as Project Director DRDA Kargil.Jahangir Mir, KAS, posted as Special Secretary Social Welfare Department.Sheikh Fayaz Ahmad, KAS, is posted as Director Technical Education, Youth Services and Sports. Peerzada Hafiz-Ullah Shah, KAS, is Additional Registrar, Cooperatives, Kashmir.Gulzar Hussain, KAS, is posted as Director Tribal Affairs J&K, replacing Ali Raza.

Mushtaq Ahmad Shah, KAS, will be new Deputy Commissioner, Baramulla, against Parvez Rohella, KAS, who shall report to the General Administration Department till further orders.Javed Ahmad Shah, KAS, has been posted as Director, Command Area Development (Kashmir).Soujanya Kumar Sharma, KAS, is posted as Commissioner, Jammu Municipal Corporation, replacing Kiran Wattal, who shall report to the General Administration Department awaiting further orders.

The government has also posted officers as new deputy commissioners of five districts in Kashmir Valley. The DCs have been posted in Anantnag, Kulgam, Ganderbal, Shopian and Baramulla.Bilal Ahmad Bhat, KAS, has been posted as Managing Director, JAKFED. Nisar Hussain Wani, is posted as Chief Executive Officer-Secretary, J&K Building and Other Construction Workers' Welfare Board, on deputation basis.

Mukhtar-ul-Aziz, KAS, is posted as Mission Director, ICDS Project, Social Welfare Department. Bashir Ahmad Khan, KAS, is posted as Anantnag Deputy Commissioner.Tasaduq Jeelani, is posted as Director Rural Development (Kashmir), Dr Ghulam Nabi Itoo, KAS, is posted as Director, J&K Estates and Ravinder Kumar Bhat is posted as Kulgam Deputy Commissioner.

Tariq Hussain Ganai, KAS, is posted as Director Hospitality and Protocol (J&K). Munir-ul-Islam, KAS, is posted as Information Director J&K. Showkat Aijaz Bhat, KAS, is posted as Deputy Commissioner Ganderbal.Tariq Ahmad Zargar, KAS, is Mission Director, Rashtriya Uchachatar Shiksha Abhiyan; Ghulam Mohammad Dar, KAS, is posted as Deputy Commissioner, Shopian, replacing Bashir Ahmad Bhat.

Among Chief Engineers, Bimal Tickoo is posted as Secretary (Technical) in the Public Works (R&B) Department; Thaseen Mustafa is new Development Commissioner (Works); Daleep Thusu has been attached with the General Administration Department along with Kiran Watal and G N Qasba.Tufail Matoo, has been posted as Commissioner, Srinagar Municipal Corporation.Nazir Ahmad Mir, KAS, Chief Executive Officer (Gulmarg Tourism Development Authority) shall hold the charge of Managing Director, J&K Cable Car Corporation, in addition to his own duties till further orders.The Cabinet has also issued transfers and postings in Police Administration with immediate effect.

Dr B Srinivas, 1990 batch IPS officer of J&K cadre, has been posted as IGP Home-guards; A K Choudhary has been posted as IGP (Hqrs) and Deepak Kumar, 1993 batch IPS officer, is posted as IGP, Armed Kashmir.Similarly, IPS Abdul Ghani Mir, IGP Kashmir Zone is new IGP, CID; IPS Muneer Ahmad Khan is posted as IGP (Crime); IPS Rajesh Kumar is posted as Director SKPA Udhampur; IPS Mukesh Singh is posted as IGP, (Pers) PHQ.

IPS J P Singh will be the new IG Traffic Police (J&K); IPS Parminder Singh is posted as DIG (Admn) PHQ; IPS Syed Afhadul Mujtaba is posted as Director SSG; IPS Nitish Kumar has been posted as DIG South Kashmir; IPS Ali Mohammad is new DIG (CID).The government has also transferred six senior officials, including an IAS officer, and attached them with the Government Administrative Department (GAD).Senior IAS officer Vinod Koul was transferred from the post of the Secretary to the Government, Revenue Department, and asked to report to the GAD and await further orders, order of transfers issued by the state government said.Another senior officer Kiran Wattal, who was removed from Commissioner, Jammu Municipal Corporation (JMC), was ordered to report to the General Administration Department and await further orders.Daleep Thusu, who was Secretary, J&K State Sports Council, was also shown the door and asked to await further orders in the GAD.Similarly, KAS officer and Project Director, Rashtriya Madhyamik Shiksha Abhiyan, Mir Tariq Ali, was also removed and asked to report to the (GAD) and await further orders.

Another KAS officer Talat Parvez Rohella, was shifted from Deputy Commissioner Baramulla and asked to report to the GAD and await further orders.G N Qasba, the another officer, was shifted from Srinagar Municipal Corporation (SMC) and asked to report to the General Administration Department and await further orders.Agency

    The controversy around Maggi has led to tests being conducted across the country.

    The entire controversy began when the UP FDA last month asked Nestle India to withdraw a batch of Maggi noodles "which were manufactured in February 2014" after it found high levels of added MSG, a taste enhancer, in the noodles and lead beyond permissible limits.
