  In pursuance of SRO 412 dated 30.12.2009 read with requisition/ indent letter under reference issued by the Revenue Department, applications from the persons fulfilling the prescribed eligibility are invited from Kashmiri migrants registered with the Relief and Rehabilitation Commissioner, Migrants J&K for the posts shown in Annexure 1 to this notification. These posts have been referred by the Government under Hon’ble Prime Minister’s Special Package for Kashmiri (Special Drive) Recruitment Rules, 2009” and are outside the purview of Govt. Order No. 257-F of 2011 dated. 27.10.2011.

The candidates applying under this advertisement should be:-

(1) Permanent residents of J&K State.

It is reiterated here that in respect of Divisional/District cadre posts only those candidates belonging to the concerned Division/District can apply except in case of Schedule Caste candidates.

(2) As on 01.01.2012 are not:-

(i) below the age of 18 years; and

(ii)  above the age of :

  1. 40 years as one time exception given vide Govt. Order No. Rev(MR) -166 of       2012 dated:- 29/06/2012.

(b)  48 years in case of Ex-Servicemen.

(3) Possesses the prescribed academic / professional / technical qualifications and fulfill any other eligibility condition, wherever required as per Annexure-I to this notification as on 13.08.2012.

(4)The candidates belonging to any reserved category from the said migrants like RBA, SC, ST, ALC or OSC if eligible as per prescribed qualification and other terms and condition for any post so advertised shall be given consideration.

(5) The selectees shall have to work in Kashmir Valley and shall not be     eligible for transfer outside the Valley under any circumstances at any stage for whatsoever reasons. The appointment orders of the selected candidate(s) shall be issued only after the selectee(s) resume their residenc in the Valley and furnish the requisite documents including the agreement on the prescribed format given herewith.

(6)The application form in OMR/OBR/ICR format alongwith the Envelops, Sample Dummy Form, Acknowledgement Card and the Instruction Sheet are available at the following branches of J&K Bank Ltd. for sale w.e.f 23.07.2012 at   200/- (Rupees Two hundred only) per form.

No charges for distribution of forms shall be realized by the Banks.

(7) The candidates are required to submit photocopy of duly filled in OMR application form alongwith a set of the requisite certificates, experience wherever prescribed. The duly filled in application form shall be deposited either in persons or by registered post, at the office of Administrative Officer, Services Selection Board Divisional Office Parraypora Srinagar/ Opposite B.S.F School Paloura Jammu and in the Office of Additional Resident Commissioner, 5 Prithvi Raj Road, New Delhi.

(8) Application form(s) incomplete in any manner shall be liable to rejection without notice. The OMR application forms with over-writings/ mutilated entries or accompanying fake/ forged documents shall also be liable to be rejected with or without penalty besides shall attract criminal proceedings.

(9) Administrative Officers of the respective Division shall provide all assistance to

the candidates in filling-up the forms correctly.

Note

In case any variation between the entries made by the candidates in the       boxes and the accompanying circles is found, the entries in the boxes will be treated as authentic and final.

(10)Candidates who are eligible for applying for more than one post are required to apply on the prescribed application form separately for each post. The candidates shall also indicate his/ her option of priority on the upper right hand corner of photocopy of OMR form in case applying for more than one post like priority 1,2,3 ,4 etc. This option will be utilized by the Board in case the candidate is selected for more than one post/cadre.

(11) The candidates applying under this Notification shall submit the proof of being a registered migrant duly issued by the Competent Authority viz Relief Commissioner Migrant, Jammu alongwith the photocopy of the OMR form.

(12)The necessary instructions regarding filling up of application (OMR) form are given in the instruction sheet of the said form. The candidates submitting their application forms through registered post shall ensure that these applications are received at the designated places within the prescribed period i.e 13.08.2012

(13)The applications of in-service candidates who file applications through proper channel shall reach the respective Board office within 15 days of the last date notified in this behalf. However, the in-service candidate shall submit one advance copy of the application well within the prescribed time specifically mentioning to be advance copy of the application filed through proper channel. Such applications shall be submitted under the seal and signature of the designate authority.

(14)The last date for the receipt of applications as prescribed above shall be the cut off date for determining the eligibility to apply for the post. The age limit, however, is determinable with reference to the first of January, 2012. Any qualification/ experience acquired there after shall not be taken into account for any purpose.

(15)The prescribed qualifications reflect the bare minimum requirement of the job and mere possession thereof shall not entitle a candidate to be called for interview. Ordinarily the Board shall restrict the number of applicants to be admitted to oral test to five times the number of vacancies after doing the preliminary screening on the basis of marks obtained in the qualifying examination and grant of weight age for the higher qualification in relevant line/ discipline.

(16) Call letters shall not be issued individually, however, Board shall give wide publicity through print and electronic media, official Website of the Board about the venues,  dates of the interview for the  eligible short-listed candidates. No claim of being unaware of interview shall be entertained and no further intimation of interview dates shall be given.

(17)The candidate must produce the original qualification / category certificates before the Committee constituted for oral test so that their eligibility for participation in the interview is verified. Any candidate who fails to produce the relevant original documents /testimonials shall not be allowed to appear in the oral test.

(18)Canvassing / lobbying in any form will entail disqualification of the candidate concerned. It should be noted that there will be single test in respect of Drivers, Stenographers and  Junior Assistants of various Departments & candidates will be selected on the basis of final merit (written test/ Test +Viva) cum choice on the basis of the Form filled in.

(19) No TA/DA will be paid for participation in the interview / test.

Note:

The horizontal reservation for Ex-Serviceman and Physically Handicapped persons to the extent of 6% and 3%   respectively would mean the reservation which would cut across the vertical reservation and the persons selected shall have to be placed in the appropriate category by making necessary adjustments. In respect of Physically Handicapped persons the reservation shall be available only for services, posts and type identified for the purpose by the competent authority under the provisions of Jammu and Kashmir Persons with Disabilities (Equal Opportunity, Protection of Rights and Full Participation) Act, 1998 and ‘to the extent specified therein. Besides the nature of disability for a post indicated in Order No: 62-SW of 2001 dated.13.03.2001 read with Govt. Order No. 231-Sw of 2011 dated.22.12.2011 shall be adhered to in letter & spirit The horizontal reservation to the extent of 6% of t he available vacancies shall be provided to the Ex-Serviceman against such posts only where the maximum of the pay scale does not exceed 10500/- (pre revised).

AGREEMENT

WHEREAS, the Government has decided to provide employment to unemployed Kashmir migrant youth in terms of Jammu and Kashmir, Kashmiri

Migrants (Special Drive)  Recruitment Rules, 2009.

WHEREAS, vide Order No. ___________ dated _________________.The executor has been appointed on probation as _______________ in the Department _______________ subject to execution of this Agreement; and interalia, on the explicit condition that  his/her appointment as such shall subsist only so long as he/she serves in the Kashmir Valley; and

WHEREAS, the appointee shall be considered for regularization on the basis of his performance and satisfactory completion of period of probation

WHEREAS, the appointee agrees to serve in Kashmir Valley and will at no stage opt or seek for transfer outside Kashmir Valley; and

WHEREAS, the appointee agrees that in case he migrates again from Kashmir Valley at any stage for any reasons whatsoever, he will stand automatically terminated from the service and shall have no claim against any post under the State; and

WHEREAS, if the appointee willfully neglects or refuses to perform his duty in Kashmir Valley the appointing authority shall immediately terminate his service; and

WHEREAS , the appointee will at no  stage seek or opt for transfer outside the Kashmir Valley.

Now, therefore, I accept the said terms and conditions of appointment.
